The Special Events Division of the Columbia Police
Department coordinates large public events occurring in the city, such
as parades, (get
parade permit), public festivals (the
former Three Rivers Music Festival, Riverwalk, 5
Points Saint Patrick’s Day Celebration, etc.), construction projects,
VIP visits to Columbia, specialized traffic patrol assignments, and
sporting events.
Under the supervision of Sergeant Bryan Goff, the
Special Events Division formulates an Operational Plan for each event,
formulating a plan to accommodate traffic and crowd control, public
safety concerns, and crime prevention. The Operations Plan determines
the necessary number of officers required to control the event, a
schedule for set-up, implementation, and breakdown, and effective
placement of law enforcement personnel and barricades. An After Action
Report is prepared following each event to determine the best plans
for future events.
Sergeant Brian Goff

The
son of a Columbia Fire Department Assistant Chief, Bryan Goff was hired
by the Columbia Police Department in 1986 and assigned to regional
patrol duties.
In 1997, he was promoted to Corporal in the Metro Region, and in 1999
was made Acting Sergeant and assigned to the School Services Unit
as School Resource Officer supervisor during the development of the
program, and promoted to Sergeant in 2000 while serving in that capacity.
In 2001, he was assigned to duty as Special Events Coordinator.
